I. Transfer Canal Electrical Equipment Problem
/
This report evaluates the concern that the electrical equipment in the fuel transfer canal is not installed according to the drawings and the concern that there are no fuel transfer system "as-constructed" lR2 drawings. l II. Specific Evaluation Methodology This element is made up of two K-forms:
"SQP-5-004-002 - The configuration of the electrical equipment in the Transfer Cankl is not per the drawing. Details known to QTC and withheld to maintain confidentiality.
Nuclear Power concern. No further information may be released. CI has no further information."
"SQP-6-011-001 - The fuel transfer system was upgraded from non-QA to a QA Level II; however, there are no "as-constructed" drawings. Nuclear Power concern. CI has no further information."
The K-forms were reviewed to determine the area of concern. The referenced documents were reviewed to determine the requirements and testing conditions of fuel transfer equipment presently located in the transfer canal. The Engineering Change Notices (ECN) authorizing the l equipment modifications and the associated installation and testing l workplans were reviewed. As-constructed drawings referenced in the l workplans were reviewed to verify as-constructed configuration lR2 following completion of the work plans. This was done by comparing l drawings obtained from the Drawing Control Center with the respective l workplans. Interviews were held with cognizant engineers in SQN l Systems Engineering to evaluate the testing history of the equipment in question. It was not necessary to review any " upper tier" documents, work requests, regulatory requirements, or NCRs.
III. Findings Following initial construction, the electrical equipment in the transfer canal was tested by Preoperational tests W-7.2B Unit 1 and W-7.2B Unit 2 (references 1 and 2).
The equipment tested by these Preoperational Tests wss subsequently l replaced with the presently existing equipment because of water leakage i into the air motors and limit switches. This was done by authority of l ECN LS867 R0 (reference 3). Several workplans were involved in lR2 completion of ECN L5867 (reference 8). These workplans were reviewed l together with current as-constructed deswings. The as-constructed l drawings have all been updated as specified in the workplans. Following l the modification, the new equipment including the electrical equipment now in question was tested by Post Modifications Test (PMT) - 48. This was done by Workpl6.1 10736 and 11561 for Unit 1 (references 4 and 5) lR2 and by Workplan 11177 for Unit 2 (reference 6). I Page 1 of 2

Conclusions:
j Workplans and as-constructed drawings regarding the installation of new j . fuel transfer equipment were reviewed and compared. All drawings were found to be in agreement with the workplans referenced _and were i correctly as-constructed.
c The concerns SQP-5-004-002 and SQP-6-011-001 are determined to be not valid.
IV. Root Cause None i V. Generic Applicability No problem with "as-constructed" drawings for the fuel transfer system l was identified at SQN. A sample review of WBN fuel transfer system l drawings indicated "as-constructed" drawings exist; therefore, this lR2 issue is not generic to WBN and no detailed evaluation will be l conducted. l VI.
