RESOLUTION PLAN FOR NUCLEAR REGULATORY COMMISSION INFORMATION NOTICE (IN) 9218, ' POTENTIAL FOR LOSS OF REMOTE SHUTDOWN CAPADILITY DURING A CON FROL ROOM FIRE'

Dear Mr. Anderson:

By letter dated September 18,1997 Florida Power Corporation (FPC) submitted its resolution plan for IN 9218. This issue is included in FPC's Appendix R restart design items covered under Restart item D-11.

In the letter, FPC states that its evaluation of IN 92-18 identified 16 Hot Shutdown Motor Operated Valves (MOVs) and 10 Cold Shutdown MOVs that could potentially be affected by hot shorts, the subject of IN 9218. Attachment A to the letter lists the commitments made by FPC to resolve IN 92-18. Specifically, FPC committed to completing control circuit mndifications on the potentially affected Appendix R Hot Shutdown MOVs prior to restart and either co upleting control circuit modification on all the potentially affected Appendix R Cold Shutdown MOVs prior to restart or putting in place post fire valve repair provisions. For those Cold Shutdown MOVs that were not modified prior to restart, FPC committed to completing the control circuit modifications prior to restart from Refuel 11.

Based upon the commitments included in Attachment A of the FPC letter and our understanding that CR 3 can achieve Cold Shutdown within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, the Nuclear Regulatory

. Commission (NRC) staff closes its CR 3 Restart Issues Lists, Appendix B ltem No.17. Please note that the resolution of this issue may be the subject of future NRC inspections / audits.
