APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the New York Power Authority, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
The proposed change to Section 5.5.B on page 246 involves the criterion for storage of nuclear fuel in the spent fuel pool.
Bases for this section are added on new page 246a.
The proposed amendment will set an upper limit for the infinite lattice neutron multiplication factor, k-infinity, for any fuel bundle stored in the spent fuel pool.
This limit is based upon the k-infinity of the current design basis fuel bundle.
The current limit for fuel stored in the spent fuel pool is based upon the axial loading of U-235 and average lattice enrichment of the design basic fuel bundle.
The proposed change pages to the Technical Specifications are Attachment I to this application.
The Safety Evaluation for this change is included as Attachment II.
