FitzPatrick Nuclear Power Plant Docket No. 50-333 Proposed Change to the Technical Specifications Regarding Enrichment of Fuel Bundles stored in the Spent Fuel Pool (PTS 86-08)

Dear Sir:

This application for an amendment to the James A.

FitzPatrick Technical Specifications proposes a change to Section 5.5.B concerning the criterion for storage of nuclear fuel in the spent fuel pool.

The proposed change sets an upper limit for the infinite lattice neutron multiplication factor, k-infinity, for any fuel bundle stored in the spent fuel pool.

This limit is based upon the k-infinity of the design basis fuel bundle.

The current limit for fuel stored in the pool is based upon the axial loading of U-235 and the average lattice enrichment of the design basis fuel bundle.

This proposed Technical Specification change is required for the storage of Reload 7 fuel and therefore the Authority requests that this application be approved prior to the planned fuel delivery date of October 15, 1986.

Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document titled " Application for Amendment to Operating License", together with forty (40) copies of Attachment I and II thereto, comprising a statement of the proposed change to Appendix A of the Technical Specifications and associated Safety Evaluation.

In accordance with 10 CPR 50.91, a copy of this application and the associated attachments is being provided to the designated New York State official.
