HATCH NUCLEAR PLANT, UNIT 1, "AS FOUND" LEAKAGE CONDITION In accordance with the guidance of US NRC IE Information Notice 85-71, the following is the "as found" condition for the Unit 1 Integrated Leakage Rate Test (ILRT) completed on April 19, 1985, at the Edwin I. Hatch Nuclear Power Plant.

Following are the values for containment leakage expressed in weight percent per day.

Allowable leakage, La 1.2 vt%/ day Upper confidence limit for Mass Point Leakage Rate 0.611 vt%/ day Type B and C (as found) minimum pathway leakage (h718h acem) 0.927 vt%/ day As found (constructed) Type A leakage 1 538 vt%/ day Of the h7184 acem which make up the "as found" minimum pathway leakage (MPL), 30611 acem were contributed by two penetrations. Containment purge system valves 1Th8-F319 and 1Th8-F320 at penetration X26 contributed 233h9 acem. Shaft o-ring seals (one set) on 1Tk8-F326 at penetration X220 contributed 7262 acem. These two leakages account for 0.601 vt%/ day.

In the case of the penetration X26 purge valves, repair of both valves reduced MPL to 86 accm. The o-ring seals on 1Th8-F326 were replaced as a pair. A more detailed analysis of the leakage might have resulted in isolating the leakage to one of the o-rings. Replacement of a single o-ring followed by a successful LLRT could have avoided the 7262 acem minimum pathway leakage assessment cr substantially reduced it.

LEAK RATE TEST ACTION PLAN

1. Continue present LLRT program with these changes. Revise test procedures and equipment as necessary to determine the leakage rate of individual valves prior to initiating any rernirs or modifications.

Perform an engineering analysis of each LLRT result requiring corrective repair to assure that unnecessary MPL penalties are avoided and still attain leaktightness. Example: In a simultaneous test, the valve having the highest leakage is repaired first. Carrying this principle further, where it can be determined by some means that only one of two o-rings in a simultaneous o-ring test is leaking, replace only that o-ring before retesting.

2. Continue analysis of failure history of valves so that valves having high failure and leakage reputations receive careful and early attention.
