SUBJECT: NRC INSPECTION REPORT NO. 50-302/97-15

AND NOTICE 0F VIOLATION

Dear Mr. Anderson:

This- refers to the inspection conducted on September ?2-26,1997, at the

Crystal River Unit-3 facility, The purpose of the visit was to determine

whether activities authorized by the license were conducted safely and in

accordance with NRC recuirements. - At the conclusion of the inspection, the

findings were discussec with those members.of your staff identified in the

enclosed report.

The areas examined during the inspection are iden'.'fied ie the report. Within-

these areas, the inspection consisted of selecteo examinathas of procedures

and representative records, interviews with personnel, and 3bservation of

activities in progress.

Based on the results of this inspection, the'NRC has determined that a

violation of NRC requirements occurred. This violation.is. cited in the-

enclosed Notice of Violation (Notice), and the circumstances surrounding it-

Jare described in detail in the subject inspection report. Additionally. a'

-

weakness was noted in that to terminate an individual's authorized access to

the plant required input-to numerous computer systems, therefore, increasing

the probability of error. Please address this weakness in your response to

the Notice of Violation.

You are required to respond to this letter and should follow the instructions ,

specified in the enclosed Notice when preparing your response. The NRC will

use-your response, in part, to determine whether furtner enforcement action is 1

necessary to ensure compliance with regulatory requirements,
