Dear Ms. Puntenney:
This is in partial response to your letter dated March 24, 1986, in which you requested, pursuant to the Freedom of Information Act (F0IA), copies of three categories of records regarding the Fermi 2 nuclear power plant.
The documents identified on the enclosed Appendix A are being placed in the NRC Public Document Room (PDR) located at 1717 H Street, NW, Washington, DC 20555, in file folder F01A-86-245 in your name. The documents are also being placed in the Local Public Document Room (LPDR) for Fermi located at the Monroe County Library System, 3700 S. Custer Road, Monroe, MI 48161.
The documents identified on enclosed Appendix B were located in the Office of Investigations' Program Review of the Fermi Safeteam file. The release determination is indicated beside each document description. The four documents identified by asterisks on Appendix B are undergoing further review to determine their releasability. We will notify you upon completion of the review.
Information being withheld pursuant to Exemption (6) consists of

personal information the release of which would constitute a clearly unwarranted invasion of personal privacy. The information is being withheld pursuant to Exemption (6) of the F0IA, 5 U.S.C. 552(b)(6), and 10 CFR 9.5 (a)(6) of the Commission's regulations.
Information being withheld pursuant to Exemption (5) consists of the predecisional analyses, opinions, and recommendations of the staff.
Because the information reflects the predecisional process of the staff, the information is exempt from mandatory disclosure pursuant to Exemption (5) of the F0IA, 5 U.S.C. 552(b)(5), and the Commission's regulations at 10 CFR 9.5(a)(5). Release of the information would tend to inhibit the open and frank exchange of ideas essential to the deliberative process. The releasable portions of the documents on Appendix B are being placed in PDR folder F01A-86-245 and in the LPDR. The information being withheld in its entirety contains no reasonably segregable factual portions.
Pursuant to 10 CFR 9.15 of the Commission's regulations, it has been determined that the information withheld is exempt from production or disclosure and that its production or disclosure is contrary to the public interest. The person responsible for this denial is Mr. Ben B. Hayes, Director, Office of Investigations.
