Your letters of September 30 and October 7, 1986, transmitted Revision No. 20 to the Oyster Creek Nuclear Generating Station Security Plan and performance data in support of installed perimeter intrusion detection devices. We have reviewed the information contained in the plan revision, and the related infor-mation provided in the September 30 letter. We have determined that portions of Revision No. 20 are consistent with the provisions of 10 CFR 50.54(p), and are considered acceptable.
However, certain other portions of the revision are not considered acceptable for the reasons stated in the enclosure to this letter.
For these portions, you are to modify your plan accordingly and submit corrected page revisions to this office within 30 days of the receipt of this letter. As stated in the enclosure, the change regarding the new perimeter intrusion detection devices is considered to have the potential for policy implications. Therefore, it has been referred to our Headquarters staff for review. They will respond to you directly regarding this change.
The enclosures to your letters and the enclosure to this letter are being with-held from public disclosure since they contain Safeguards Information and must be protected in accordance with 10 CFR 73.21.
