Gentlemen:
SUBJECT: REPORT NO. 50-302/86-12
Thank you for your response of June 13, 1986, and your revised response of
June 19, 1986, to our Notices of Violation and Deviation issued on May 15, 1986,
concerning activities conducted at your Crystal River facility.
We have
evaluated your respcase to Violation 1 and found that it meets the requirements
of 10 CFR 2.201. We will examine the implementation of your corrective actions
during future inspections.
With respect to Violation 2, we believe that your corrective actions may not be
sufficient to
prevent
recurrence
of this
violation
in
the. future.
Specifically, " Housekeeping Changes" to procedures should be limited to
corrections of obvious typographical errors. Any other changes to procedures
should be made in accordance with the applicable Technical Specification
requirements. Our evaluation of your response to Violation 2 is provided in
the Enclosure to this letter.
After careful consideration of the basis for your denial of Violation 3 and the
Deviation, we have concluded for the reasons given in the Enclosure to this
letter, that the violation and deviation occurred as stated in the Notice of
Violation and Deviation.
Therefore, in accordance with 10 CFR 2.201, please
submit a supplemental response to Violations 2 and 3 and to the Notice of
Deviation.
We appreciate your cooperation in this matter.
