CRYSTAL RIVER UNIT 3 - RESPONSE TO GENERIC LETTER 92-08,
" THERM 0-LAG 330-1 FIRE BARRIERS" (TAC NO. M85541)
By letter dated April 15, 1993, you provided a response to Generic Letter (GL) 92-08 for Crystal River Unit 3 (CR-3).
Your response states that the use and installation of Thermo-Lag fire barriers installed at CR-3 were based on industry test results and the manufacturer's recommended procedures based on the understanding of the NRC guidance in existence at the time of installation.
You have not conducted any supplemental fire endurance testing on the configurations installed at CR-3.
Your response also states that deviations from the tested configurations were previously evaluated in accordance with Generic Letters 85-01 and 86-10 guidance.
You also stated that compensatory measures for appropriate barriers are in place and will remain in place until this issue is resolved.
Although Thermo-Lag barriers were evaluated and may have been considered qualified, the results of recent tests and inspections indicate that further actions are now necessary to address fire endurance and ampacity derating of Thermo-Lag barriers. Your response states that it is your intent to monitor and possibly participate in the industry program coordinated by NUMARC. Once the results of the program are available, you will develop a corrective actions plan, apparently based on the results of the industry program.
Your response to GL 92-08, however, did not provide a specific schedule for completion of corrective actions. We expect that you will review the results of the NUMARC program and, within 30 days after the completion of the industry program, inform the NRC of the actions necessary and the schedule for restoring the fire barriers.
For those plant-specific or unique fire barrier configurations that are not bounded by the NUMARC program, please provide, f(
within 30 days after receipt of this letter, your schedules for site-specific endurance testing of these unique configurations and the implementation of any potential barrier upgrades resulting from this testing.

the reporting requirements of GL 92-08, you are also to confirm, in writing, completion of the corrective actions.
The information requested by this letter is within the scope of the overall burden estimate in GL 92-08 which was an average of 300 person-hours for each addressee's response.
This request is covered by the Office of Management and Budget Clearance Number 3120-0011, which expires June 30, 1994.
