INTERGRANULAR STRESS CORR 0SION CRACKING (IGSCC) PROGRAM FOR RELOAD 6 0UTAGE Re:

Brunswick Steam Electric Plant, Unit 2 By letter dated November 1,1985, you submitted your plans for inspection, repair and replacement of piping susceptible to intergranular stress corrosion cracking (IGSCC) during.the Brunswick Steam Electric Plant (BSEP), Unit 2 Reload 6 outage which began December 1,- 1985. The program was to include piping and welds in the recirculation system, the reactor water cleanup (RWCU) system and the residual heat removal (RHR) system in accordance with the guidance in Generic Letter 84-11. " Inspection of BWR Stainless Steel Piping,"

dated April 19, 1984. Subsequent to implementation of the IGSCC, your submittal of May 8, 1986 provided a description of:

(1) the Induction Heating Stress Improvement (IHSI) that was performed on recirculation system welds, (2) theRWCUsystempipereplacementprogram,(3)theIGSCCexaminationprogram, and (4) the weld-overlay repairs performed during the Reload 6 outage.

We have reviewed the results of your Reload 6 IGSCC program as described in

.the May 8, 1986 submittal and conclude that the IGSCC inspection,_ repairs and replacement provide _ adequate assurance that BSEP, Unit 2 can be safely operated until the middle of the upcoming 18-month fuel cycle. Operation past

--mid-cycle is contingent upon providing assurance that two unrepaired nozzle to safe-end welds discussed in Section 3.2 of our enclosed Safety Evaluation do not exhibit excessive crack growth. To that end, an inspection of these two welds should be performed 8 to 10 months after startup from the Reload 6 outage.

Therefore, we request that you provide your comitment and schedule for performance of a mid-cycle inspection, or justification for not performing the inspection, within 30 days of receipt of this letter. Mid-cycle inspection results should be submitted.for staff review prior to start-up from the mid-cycle inspection.

' steel: piping systems operating over'200 F during the next refueling outage be submitted for our review and comment at least three months prior to the start of the refueling outage.
