7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION CONNECTICUT YANKEE ATOMIC POWER COMPANY DOCKET N0. 50-213 NOTICE OF ENVIRONMENTAL ASSESSMENT AND FINDING OF N0 SIGNIFICANT IMPACT The U. S. Nuclear Regulatory Commission (the Commission) is considering issuance of an exemption from the requirements of Appendix R to 10 CFR Part 50 to Connecticut Yankee Atomic Power Company (the licensee), for the Haddam Neck Plant located in Middlesex County, Connecticut.

ENVIRONMENTAL ASSESSMENT Identification of Proposed Action: The exemption would grant relief from the separation requirements of 10 CFR 50, Appendix R, Section III.G.2 for safe shutdown equipment in the service building men's locker room (Fire Area 5-9).

This exemption is responsive to the licensee's applications for exemption dated March 1, 1982 and January 6, 1987.

The Need for the Proposed Action: The proposed exemption is needed because the features described in the licensee's requests regarding the existing fire protection at the plant for these items appear to be the most practical method for reeting the intent of Appendix R; and literal compliance would not signifi-cantly enhance the fire protection capability.

Environmental Impacts of the Proposed Action: The proposed exemption will provide a degree of fire protection that does not increase the risk of fires at this facility. Consequently, the probability of fire has not increased, post-fire

the proposed exemption otherwise affect the radiological plant effluent. There-fore, the Commission concludes that there are no significant radiological en-vironmental impacts associated with this proposed exemption.

The proposed exemption involves features located entirely within the restricted area, as defined in 10 CFR Part 20, and does not affect non-radiological plant effluents or have any other environmental impact.

Therefore, the Commission concludes that there are no significant non-radiological environmental impacts associated with the proposed exemption.

Alternative Use of Resources: This action involves no use of resources not previously considered in the Draft and Final Environmental Statements for the Haddam Neck Plant.

Agencies and Persons Consulted: The NRC staff reviewed the licensee's request and did not consult other agencies or persons.

FINDING 0F NO SIGNIFICANT IMPACT The Commission has determined not to prepare an environmental impact statement for the proposed exemption.

Based upon the foregoing environmental assessment, we conclude that the proposed action will not have a significant.effect on the quality of the human environment.
