Haddam Neck Plant Addendum to February 2,1998, April 13,1998 and June 11.1998 Sixtv (60) Day Oil Soill Reoorts

Dear Mr. Tordoff:

On February 2,1998, April 13,1998, and on June 11,1998, sixty (60) day oil spill reports ,

were submitted to the Environmental Protection Agency (EPA) describing sheens that were j observed at the water intake structure and in the discharge canal of Connecticut Yankee j Atomic Power Company's (CYAPCO) Haddam Neck Plant during 1997 and 1998. The I plant is located on the Connecticut River in Haddam Neck, Conr ecticut. The following supplements the subject reports as further investigation has been performed since June, 1998 to determine the cause of the sheens near the intake structure.

As referenced in past reports, bubbles were observed rising from the sediments near the intake structure. Some of these bubbles released an oily sheen when they came to the surface. These sheens collect and are absorbed on the booms surrounding the intake structure. Scuba divers sampled the river sediments in front of the intake structure on June 25,1998, July 1,1998 and on July 15,1998 to try and identify the source of these bubbles. Samples were analyzed for total petroleum hydrocarbons, oil and grease, as well as some being analyzed for diesel range organics by Gas

' Chromatography Flame Ionization Detector (GC/FID). Results of these analyses are attached.

I Due to the results of this sampling, CYAPCO now believes that petroleum products trapped in the river sediments might have been the cause of at least some of the sheens observed near the intake structure. CYAPCO believes that the petroleum products in these sediments are slowly decomposing and releasing oily sheens.

. Page 2 The source of these petroleum products is unknown. We are presently collecting sediment samples from locations away from the plant for comparison.

CYAPCO plans to continue using sorbent booms, as necessary, as a protective measure to prevent any future sf -t as from entering the environment through our cooling water system. CYAPCO will continue to periodically monitor the intake structure and discharge canal for oil sheens.
