Dear Ms. DiNoia:

On the afternoon of July 13,1997, the pH of the discharge canal (DSN 001-1) went above the 9.0 limit. This pH excursion is attributed to algae blooms in the Connecticut River and low flow to the discharge canal. This phenomenon occurs periodically during ,

hot, sunny weather. The pH of the discharge canal fluctuated above and below 9.0 for approximately three hours before stabilizing below the limit. No batch discharges were occurring at the time of the excursion, and only a low volume of once-through coolmg l water was being discharged.

A voice mail message was left at your office concerning this occurrence on the morning ofJuly 14,1997. We expect that, if weather conditions remain the same, there may be additional pH excursions in the near future. As discussed with you, Connecticut Yankee will report any future high pH excursions attributed to algae blooms in writing on a weekly basis.

During your June 23,1997 inspection at Connecticut Yankee Atomic Power Company (CYAPCO), an oil and grease sample result for DSN 001-E was found by you to have been taken as a " grab sample" rather than as a " grab sample average" as set forth in CYAPCO's NPDES permit. At your request, CYAPCO has investigated its sampling and analysis of " grab sample averages" and hereby submits the following information.

A review of records for the previous twelve months for all discharge parameters requiring grab sample averages (Oil & Grease, DSN 001-B and DSN 001-E) indicate that for short duration batch discharges, grab samples were occasionally taken instead of grab sample averages (see attached data summaries). However, sample parameter concentrations were reported in the DMR correctly.

Corrective actions have already been taken to modify the sample log sheets to clearly indicate that grab sample averages require a minimum of two samples, regardless of i the discharge duration. CYAPCO will also be modifying its NPDES sampling program to include the use of sampling data sheets as discussed during the exit interview. When implemented, Chemistry Department personnel responsible for NPDES sampling will be required to read and sign a document describing this change.

Dear Mr. Grier:

I As discussed with the Department on July 8,1997, a leaking control valve is allowing small volumes of chlorinated service water into the unit intake bays (DSN 001-1, l monitoring location 7). By way of background, service water is used to remove river l

debris caught on the intake traveling screens. When the traveling screens are being 1 washed, the hypochlorite injection into the service water is isolated to prevent chlorinated ,

water from getting into the intake bays. This control valve normally isolates the flow of  !

service water into the intake bays when screen washing is not being performed. However, small amounts of chlorinated service water are now entering the intake bays when the control valve is in the " closed" position. Repair of the valve is awaiting replacement parts.

Due to the inaccessibility of the system, Connecticut Yankee can not quantitatively measure the volume of water leaking past the control valve. A conservative (stimate,  ;

based on operator knowledge of the system, is 5 gpm. The service water Tctal Residual Chlorine concentration has been approximately 0.07 mg/L for the previous few weeks, which is below the permitted limit of 0.2 mg/L. We have ordered the valve parts, but they are not expected to be available until October.

Haddam Neck Plant June 1997 Monthly Discharue Monitoring Connecticut Yankee Atomic Power Company herein submits the attached report for the month of June 1997. Paragraph 4 of the NPDES Permit, Reference, requires that discharges from the permitted facility be monitored according to a specified schedule and results be reported to the Director of Water Compliance each month. Any variations from the permit are explained in the section headed "Results and Discussions" enclosed. l l

Additional samples that have been taken at NPDES locations and analyzed with approved methods are included in Table 2,3 and 4.

Introduction i

This report fulfills the monitoring requirements for the Haddam Neck Plant (Connecticut j Yankee), NPDES Permit No. CT0003123, dated September 30,1992. DMRs will be submitted ,

as soon as compiled, but not later than the last day of the month following the report period as )

stated in the permit. 1 Results and Discussions Results of the continuous, weekly and monthly monitoring programs are summarized on the DMR sheets attached. All sampling and analysis except hydrazine, ethanolamine and boron were conducted in accordance with EPA approved procedures set forth in EPA Publication 600/4-79-020. For these three chemical substances, CYAPCO submitted its own procedures to i DEP for approval on October 4,1996.

The computerized data logging report of the continuous monitoring program is included in Table 1. This report is included because it provides data for the daily range of pH, temperature, and flow; which are required under the NPDES permit. The DMR form does not have provisions for daily ranges.

DSN 001H. PCB Analysis On April 29,1997 the semi-annual stormwater sample for DSN 00lH was collected. Of the various substances required to be monitored, only the analysis for PCBs is performed off-site. As

. reported in the April 1997 DMR, the sample taken for this discharge could no be sent off-site for PCB analysis due to trace amounts of radioactivity in this sample. The issue was addressed with our outside laboratory and this discharge was resampled for PCBs on June 12,1997. The results 4 of this analysis are included in this report.

DSN 001-1. Intake Temocrature Beginning on the afternoon of Friday June 27,1997, and continuing through June 30, the in-line temperature probe for the intake was out of service. Grab samples were taken at a frequency on once every four hours over the weekend. On Monday June 30th the grab sample frequency was increased to once every hour. Results of the grab samples are included on Table 4. At no time were the permitted temperature limits exceeded.

J DMR Processing D11264/SES-97-GN-108/ Enclosure /Pcge 2 l July 18,1997 1 DSN 001-J. Auxiliary Boiler Blowdown On June 26, 1997, 11,000 gallons of auxiliary boiler blowdown was discharged. CYAPCO's NPDES permit limit for DSN 001-J is 10,000 gallons per day. At the time of the exceedance, the plant was trying to improve chemical control in the boilers. Once plant personnel suspected that the blowdown rate may have been too high, the flow was adjusted. The flow and chemical
