EMERGENCY COMMUNICATION SYSTEM AT LICENSEE PLANT SITES (TAC 61503, 61504)

Re: Quad Cities Nuclear Power Station, Units 1 and 2 This letter is to inform you about NRC directed work to be done to the Health Physics Network (HPN) circuitry for the Technical Support Center (TSC) and Emergency Offsite Facility (E0F). This work does not require any action on your part except to allow the phone company to do the work at the TSC and EOF.

The HPN and the Emergency Notification System (ENS) are emergency communica-tion between the licensees and the NRC. The NRC has decided that the HPN currently installed does not provide acceptable service. NRC is in the process of having the phone companies replace the current service with commercial service. This will be for only an interim period until a more dedicated service is available. The existing HPN service is currently in the TSC and E0F and may be in your Health Physics office and Resident's Inspector's office.

The new HPN service will be located only in the TSC and E0F and the existing service will be removed from the other areas. This is being done for all plants including Quad Cities Station; however, there is no schedule at present for when this work will be done for Quad Cities.

You will be notified when this work is to be done by the Continental Bell Telephone Company (for TSC) and Alltel of Illinois (for E0F). You are requested to have the company complete the work as soon as possible. If this work results in changes to the Quad Cities Station Emergency Plan and/or its implementing procedures, ensure the appropriate changes are made within a month of when the current HPN is replaced. Immediate pen and ink changes should be made to the Plan and procedures at the TSC and E0F. You are also requested to notify the NRC Operations Center when this work is scheduled to be done, when it is being done and when it is completed. The Region III coordinator is Monte Phillips, (312-790-5530) and the Quad Cities site coordinator is Harm Torem (site) and Bob Haiek (corporate).
