In accordance with your request dated February 4, 1985, and pursuant to Title 10, Code of Federal Regulations, Part 70, Materials License No. SNM-589 is hereby amended to replace the name of the Radiation Safety Officer in Condition 11 with the position title and add Condition 15 which specifies the minimum qualifications of the Radiation Safety Officer.

Condition 11 of Materials License No. SNM-589 is revised to read:

11. Written procedures shall be prepared prior to the use of the special nuclear material authorized under this license. The procedures shall describe the experimental methods to be used and the radiation safety precautions to be followed. Procedures shall be approved in writing by the Radiation Safety Officer and Dean of Science and Engineering. The procedures shall be provided to all users prior to the start of any experimental operation, and the users shall acknowledge in writing that they have read and understand the procedures to be followed.

Condition 15 is added to Materials License No. SNM-589 and reads:

15. The Radiation Safety Officer shall have a bachelor of science degree in engineering, biology, or one of the physical sciences and at least 2 years' of experience in radiation safety in positions which demonstrate sufficient judgment and capability to establish and maintain an effective radiation safety program.

All other conditions of this license shall remain the same.

Enclosed is a copy of our Safety Evaluation Report in support of this amendment.
