. SAFETY EVALUATION REPORT FOR AMENDMENT REQUEST DATED FEBRUARY 4, 1985, RE: REPLACEMENT OF RADIATION SAFETY OFFICER BACKGROUND In February.1LB5, Seattle University notified the NRC that Dr. Frank A.

Valente passed away on January 27, 1985, and Dr. Reed A. Guy had been appointed as Acting Radiation Safety Officer and Director of Seattle University's Nuclear Facility.

' Seattle University uses its subcritical assembly for educational purposes in a structured organization which teaches the same course (HP-475) and conducts the same laboratory experiments each year. Prior to his passing, Dr. Valente was the Radiation Safety Officer and course (HP-475) instructor and had the responsibility to teach radiation safety'and tu conduct the surveillance program. Dr. Valente fulfilled the requirements of education, training, and experience which are minimally those of a nuclear engineering professor and commensurate with similar licenseas.

DISCUSSION "The Acting Radiation Safety / Officer, Dr. Guy, has a degree in nuclear physics, and over the past severa7 years, had worked closely with Dr.

Valente on all matters relatir t< the nuclear facility, including teaching a nuclear instrum'niltic course. He is specifically named in Geattle University's Wasi Tr c an ate License as one who may use or supervise the use of rad,c.::tv saterial and plans to teach Dr. Valente's course (HP-475) this year.~ Dr. Guy satisfies the ' requirements of' education, training, and experience necessary to be appointed permanent Radiation Safety Officer.

2 MAY 2 81986 Dr. Valente is specified by name in Condition 11 of Seattle University's Materials License No. SNM-589. It could be a propitious revision for the licensee, if Dr. Valente is replaced in Condition 11 with the position of Radiation Safety Officer rather than the individual appointed to the position. This will require the qualifications of the Radiation Safety Officer to be defined. The NRC staff recommends that the Radiation Safety Officer have a bachelor of science degree in engineering, biology, or one of the physical sciences and at least 2 years' of experience in radiation safety in positions which demonstrate sufficient judgment and capability to establish and maintain an effective radiation safety program. The appointee to the Radiation Safety Officer position, as a minimum, must satisfy these qualifications to properly maintain the existing radiological safety program.

CONCLUSION / RECOMMENDATION The NRC staff concluded that replacing Dr. Valente with Radiation Safety Officer in Condition 11 is an administrative matter and should have no effect on the health and safety of the public or the environment. In addition to revising Condition 11, the staff has also recommended a condition to the license defining the minimal qualifications required of the Radiation Safety Officer. Based on the discussion above, the NRC staff recommends amendment of the license.
