INTRODUCTION p]

L 10CFR Part 73, Physical Protection of Plants and Materials, requires Carolina Power

& Light Company to establish a security organization with trained and qualified Security personnel to protect special nuclear material and the facility against theft and radiological sabotage.

Sec,urity personnel responsible for protection of the Company's special nuclear material and facility are required to meet the criteria established in Appendix B of 10CFR Part 73 to ensure they will effectively perform their assigned security-related job duties, in order to ensure compliance with federal regulations, a program is established for the selection, training, equipping, testing, and qualification of personnel assigned to the security force.

~ 1. -. EMPLOYMENT SUITABILITY AND QUALIFICATION ~

'A. _ SUlTAtlLITY-d 1, Prior to employment c,r assignment to the security force at H. B. Robinson Steam Electr_ic Plant, Unit No. 2 (HBSREP), an

._ individual shall meet the fo_llowing suitability criteria:

a. hational Develooment Possess a high school diploma, GED, or pass on equivalent performance examination designed to measure basic skills, ability, and knowledge required to perform security job duties,
b. Felonv Convictions Have no felony convictions involving the use of weapons and no felony convictions that reflect on the individual's reliability,
c. Ace Reauirement l Individuals assigned to unarmed duties must be 18 years of age or older. Individuals assigned to armed ~ duties must be 21 years of age or older.

B. PHYSICAL AND MENTAL QUALIFICATIONS 1, Physical Qualifications (medical)-  :

a. General Reauirements 1 Members of the security force (MSF's) shall have no physical weaknesses or abnormalities that would adversely affect their performance of assigned security job duties,
b. Phvsical Examinatirn MSF's shall successfully pass a physical examination administered by a licensed health professional or by a licensed L physician, The examination shall be designed to measure the j individual's physical ability to perform assigned security jon duties. The results of the examination shall be attested to by a licensed physician.

c. Armed Pefsonnel
O in addition to a. and b above, armed MSF's shall meet the kJ following physical requirements:

(1) . Vision:

(a) Distant visual acuity in each eye shall be correctable te 20/30 (Snellen or equivalent) in the I better aye and 20/40 in the other eye with I eyeglasses or contact lenses, if uncorrected distance vision is not at least 20/40 in the better eye, the individuai shall carry an extra pair of l

corrective lenses. Near visual acultv, corrected or uncorrected, shall be at least 20/40 in the better -

eye. Field of vision must be at the 70 degree  ;

horizontal meridian in each eye. The ability to distinguish red, green, and yellow colors is required. Loss of vision in one eye is disqualifying.

Glaucoma shall be disqualifying, unless controlled by acceptable medical or surgical means, provided such medications as may be used for controlling glaucoma do not cause undesirable side effects

/'N, which adversely affect the individual's ability to O perform assigned security job duties and provided the visual acuity and field of vision requirements stated above are met. On the-job evaluation shall be used for individuals who exhibit a mild color vision defect.

(b) Where corrective eye wear is required, they shall be of the safety glass type. Plastic safety lenses are acceptable.

(c) The use of corrective eyeglasses or contact lenses shall not interfere with an individual's ability to effectively perform assigned security job duties during normal or emergency operations.

4 (2) Hearing:

OV- (a) Individuals shall have no hearing v s in the better '

ear greater than 30 decibels average at 500 Hz, 1000 Hz, and 2000 Hz, with no level greater tl,an 40 decibels at any one of the preceding frequencies. (ISO 389. " Standard Reference Zero for the Calibration of Purtone Audiometer" (1975),

or ANSI S3.61969 (R.1973), " Specifications for Audiometers.")

(b) A hearing aid is acceptable provided suitable testing procedures demonstrate auditory acuity equivalent to the above stated requirernents.

(c) The use of a hearing aid shaii not decrease the effective performance of the individual's assigned security job duties during normal or emergency operations.

(3) Diseases:

J medical diagnosis of epilepsy or diabetes, or where such

. a condition exists, the individual shall provide medical evidence that the condition-can be controlled with proper medication so the individual will not lapse into a coma or unconscious state while performing assigned security job duties.

(4) Addiction:

Individuals shall have no established medical history or medical diagnosis of habitual alcoholism or drug addiction, or, where such a condition has existed, the individual shall provide certified documentation of having completed a rehabilitation program which would give a reasonable degree of confidence that the individual would be capable of performing assigned security job

MSF's shall demonstrate mental alertness and the capability to exercise good judgement; implement instructions; assimilate -i assigned security tasks; and possess the acuity of senses and 1 ability of expression sufficient to permit accurate communication by ,

C. PHYSICAL FITNESS QUALIFICATIONS

- Armed MSF's shall demonstrate physical fitness for assigned security job duties by performing the practical physical fitness test described below.

Prior to the administration of this test, the individual shall be given a medical examination, including a determination and written certification by a licensed physician that there are no medical contradictions as disclosed by the medical examination to participation by the individual in physical fitness tests. The physical fitness test shall consint of the

- following:

1. Carrying all security equipment required for the shift duty assignment, the responder shall proceed along a courst covering a distan'ce of approximately 1_,000 feet in no more than two.l2) minutes, forty-five; seconds. At the conclusion of this portion of' the exerci.se, the responder shall be capable of communicating coherently by radio and, after a pause not exceeding thirty (30) seconds, shall demonstrate the capability of further response by 9 Rev.6

covering an additional distance of approximately 220 feet in no more than forty-five (45) seconds.

V 2. Carrying all security equipment required for shift duty assignment, the responder shall proceed along a course covering approximately 600 feet and proceed to climb the stairs of the range tower in no more than two (2) minutes, fifteen (15) seconds. At the conclusion of this exercise, the responder shall be capable of communicating coherently by radio and, after a pause of no more than thirty (30) seconds, shall demonstrate the capability of further response by covering an additional distance of approximately 220 feet in no more than forty-five (45) seconds.

1. The weather conditions during the test shall be seasonally normal, and the test may be performed on any shift. Whenever safety, or other conditions preclude physical fitness performance testing, a test with equal performance criteria (distance / time) may be conducted at an alternate location.
2. The physical fitness qualification of each individual shall be conducted, documented, and attested to as provided for in ll.B.1.
D. REQUALIFICATION f)

'v' At least every twelve (12) months, members of the security force shall meet the requirements of section I.B.1. In addition, armed members of ,

the security force shall demonstrate their physical fitness in accordance with section I.C. (Every twelve (12) months shall be defined to mean that the individual shall complete the test or examination not later than the last day of the month, twelve (12) months from the date of the last successfully completed and documented test or examination.)

E. DOCUMENTATION The results of the determinations required by Employment Suitability and Qualifications shall be documented. This documentation shallinclude the results of the Suitability criteria (l.A.), Physical and Mental Qualifications (l.B.), and Physical Fitness Qualification (l.C.), as they apply to the individual. This documentation shall be maintained in the Individual Qualification Record (IOR) as provided for in Section V. of this Plan.

F. CONTRACT SECURITY PERSONNEL

,@m Contractor employees who are members of the security force shall be qualified and requalified for their security related job assignments in accordance with the provisions of Section 1. It is the responsibility of-CP&L Security Management to verify the adequacy of contractor--

programs. -

II.- TRAINING AND QUALIFICATION The objective of the training and qualification program is to develop security personnel who are trained, qualified, and capable of performing assigned security-related job duties and to ensure they maintain their_ qualifications.

A. TRAINING REQUIREMENTS 1

1. Basic Requirements Each individual who requires training to perforrn assigned security related job tasks or job duties as identified in the RSEP Industrial Security Plan and Safeguards Contingency Plan shall, prior to assignment, be trained
to perform the tasks and duties in accordance with the Training &-

, Qualification Plan.

2. Contingency Drills 1

The RNP Superintendent - Security, or his designated representative,  ;

'shall direct drills of the Safeguards Contingency Plan response tasks that are not performed during normal day-to-day operations to ensure personnel effectiveness. Records of these drills will be used to assess t response effectiveness.

B. -QUAllFICATION REQUIREMENTS s.

1. Individual Qualification Each MSF who performs security-related job duties or tasks required by this Plan shall be qualified to perform thet duty or task prior to assignment. Individuals shall demonstrate the necessary degree of knowledge, skill, ability,_ and proficiency required by the i- performance objectives associated with each task assigned.

Qualification testing shall be accomplished to the satisfaction of CP&L Security Management. Qualification testing is normally conducted by Security Training personnel or a Security Force l

supervisor who shall attest to and document the results of the

, qualification test.

2. Performance Deficiencies When a member of the svurity force is founc' to be deficient in knowledge, skill, ability, or proficiency for an assigned security-related duty or task, remedial training shall be administered. The tested MSF must successfully demonstrate the performance objectives associated with the deficient task (s), as provided in section ll.B.1 above, before being allowed to perform that duty or task, A failure of a second retest, after additional training, shall be cause for disqualification and removai from a specific duty assignment or position.
3. Test Materials Copies of tests and evaluation materials developed to ensure l satisfactory work performance and knowledge of crucial tasks shall be available at the site, i

V C. REQUAllFICATION MSF's shall be requalified at least every tweas montl.s to perform assigned security-related job tasks and duties for both normal and contingency operations. Requalification shall be in accordance with Sections ll.A. end ll.B. of this plan. (Every twelve months shall be as defined in section !.D.)

D. DOCUMENTATION The results of duty qualification shall be attested to and documented as provided in for ll.B.1. This documentation shall identify or otherwise reference each task identified in Appendices I and 11 required for a specific duty position or assignment, the dates that all performance objectives required by each task were completed, the initials of the examinee, and the signature of the designated security supervisor to certify completion. The results of duty qualifications shall be maintained in the IQR as provided for in Section V. of this plan.

E ." CONTRACT SECURITY PERSONNEL

requiring the'use of firearms are trained, qualified, and proficient in the use of the assigned weapons,-

A. WEAPONS TRAINING Armed MSF's shall be trained in accordance with the Weapons Training Program. Armed MSF's shall be proficient in the use of assigned weapons and meet prescribed standards in the areas of:

1. Familiarization with components of weapon, range penetration capability of weapon, and marksmanship firing,
2. Weapons cleaning and storage.
3. Combat firing, day and night.
4. Safe weapons handling.
5. Cleaning, loading, unloading, and reloading.
6. When to draw and point a weapon.
7. Rapid fire techniques,
8. Close quarter firing.
9. Zeroing assigned weapon (s),
10. Stress firing.

B .- -WEAPONS QUAllFICATION AND FAMILIARIZATION FIRING Armed MSF's assigned to any duty or task under the provisions of this Plan shall successfully complete the courses of fire contained in this >

section and_obtain a qualifying score. Qualification firing shall be -
