SUBJECT:
NRC INSPECTION REPORT NO. 50 302/9710 AND NOTICE OF
VIOLATION
Dear Mr. Anderson:
This refers to the inspection conducted on August 4 6,1997, at the Crystal River _ Unit 3
facility. The purpose of the visit was to determine whether activities authorized by the license
were conducted safely and in accordance with NRC requirements. _ At the conclusion of the
inspection, the findings were discussed with those members of your staff identified in the

enclosed toport.
The areas examined during the inspection are identified in the report. Within these areas,
the inspection consisted of selected examinations of procedures and representative records,
interviews with personnel, and observation of activities in progress.
Based on the results of this inspection, the NRC has determined that a violation of NRC
requirements occurred. This violation is cited in the enclosed Notice of Violation (Notice) and
the circumstances surrounding it are described in detailin the subject inspection report.
You are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part, to
determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements.
The material enclosed herewith contains Safeguards Information as defined by 10 CFR Part 73.21, and its disclosure to unauthorized individuals is prohibited by Section 147 of the
Atomic Energy Act of 1954, as amended. Therefore, the material will D21 be placed on the
Public Document Room.
