NOTICE QE.VIOLATIO.bl IES Utilities Inc. Docket No. 50 331 Duano Arnold Energy Contor Licenso No. DPR-49 During an NRC inspection conducted on May 30 through July 17,1997, a violation of NRC requirements was identified, in accordance with the "Gonoral Statomont of Policy and Procedure for NRC Enforcement Actions," NUREG 1600, the violation is listed below:

1. Technical specification (TS) 6.8.1 trcquired that appropriato procedures for corrective rnalntonanco operations that could havo an offect on nuclear safety of the facility be prepared and implomonted.

Contrary to the above, on September 3,1996, the "A" standby diesel generator was inadvertently made inoperable due to an inadoquato procedure for a corrective maintenance activity.

This is a Soverity Level IV violation (Supplomont II.

Tho NRC has concludod that infortnation regarding the reason for tho violation, the correctivo actions taken and planned to correct the violation and provent recurrence, and the date when full compilence was achieved is already adequately addressed on the docket in the sub]oct inspection report. However, you are required to submit a written statomont or explanation pursuant to 10 CFR 2.201 if the description theroin does not accurately reflect your corrective actions or your position, in that caso, or if you chooso to respond, clearly mark your responso as a "Roply to a Notico of Violation," and send it to the U.S.

Nuctoar Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Rogion lil, and a copy to the NRC Resident Inspector at the facility that is the subject of this Notico, within 30 days of the dato of the letter transmitting this Notico of Violation (Notico).
