The Nucicar Pegulatory Commission staff is reviewing STP Nuclear Operating Company's July 22,1998, amendment application associated with the Replacement Steam Generator Project.

On the basis of its review, the staff has determined that additional information is needed as discussed in the enclosed request for additional information (RAI). This request was discussed with Mr. Mark VanNoy of your staff on March 30,1999, and a mutually agreeable response of within 45 days from the date of this letter was established. The staff appreciates the efforts expended with respect to this matter.

    Reauest for Additional Information Replacement Steam Generator Water Level Trio Setooint Differences South Texas Proiect. Units 1 and 2 1.

    Provide the results of the reanalyses of the events that rely on the new steam generator level low-low trip setpoint of 20 percent narrow range span to confirm that the I

    consequences of these events meet the acceptance criteria for each event analyzed.

    2.

    The proposed amendment application indicates that in addition to the steam generator water level setpoint changes, the loss of nonemergency ac power to the plant auxiliaries ar.d the loss of normal feedwater flow analyses also requires two further operating changes to obtain acceptable results. These changes are: (1) modification to the pressurizer water level program, and (2) crediting the automatic operation of the steam generator atmospheric steam relief valves. Please provide the following:

    a.

    Discuss the new pressurizer water level program used during plant operation, b.

    Confirm that pressurizer water levels assumed in the accident analysis are supported by the Technical Specifications at South Texas Project in accordance with Title 10 of the Code of Federal Reaulations (10 CFR)

    Section 50.36(c)(2)(ii)(B).

    c.

    Confirm that the operability of the steam generator atmospheric steam relief valves are supported by the Technical Specifications at South Texas Project in accordance with 10 CFR 50.36(c)(2)(ii)(C).
