SUBJECT:

RADI0 ACTIVE BLUE TOPAZ GEMS In October 1981, Region I was informed by a member of the general public that radiation had been detected in blue topaz gems imported from Brazil. As a result of our inquiries, two jewelers sent sample gems to us for analysis.

One gem measured by thermoluminescent dosimetry (TLD) had a radiation level of 0.27 mrad /hr. The State of Arizona has reported measuring one stone as high as 0.65 mead /hr. The dose to the skin of an individual who wears these gems about half time for one year would be about 1.2 rem and 2.8 rem, respectively.

Doses of this order are substantially in excess of NRC guidelines for consumer products (See 10 CFR 32.24), but do not present an immediate threat to health and safety of the individual. Radioactive gems have been reported in New York, New Jersey and Texas. (See Enclosure 1)

We have found it difficult to develop information on this matter. Everyone interviewed seems to have heard something, but is unable to provide specific information.

However, various individuals contacted have stated that topaz gems are irradiated to produce a blue color by either gamma irradiators, linear accelerators, or in nuclear reactors. Neutron irradiation in nuclear reactors will, of course, cause productiun of radioactive byproduct material in the gems.

Also, althc, ugh Brazil is most often mentioned as the source of the radioactive gems, the USSR, England, Switzerland, Germany, and the United States are also mentioned. The NRC Office of International Programs has developed some infor-mation concerning sources in other countries.

Since it is possible for the general public to purchase blue topaz gems containing radioactive byproduct material, we believe that an investigation is warranted.

to determine: (1) the volume of radioactive blue topaz gems in the U.S.; (2) the hazard to the public and persons having large numbers of these gems; (3) source (s) of the current radioactive gems; (4) places where gems are irradiated by linear accelerator or nuclear reactor, U.S. and foreign; and, (5) whether jewelers possess licensable quantities of byproduct material requiring l

specific possession and import licenses. The results of this investigation l will permit a more accurate assessment of the hazard to the public.

Possible additional actions following assessment of the hazard are:

1. Negotiations with foreign governments to exert control over gem irradiation.

(International Programs has taken some steps in this area).

2. Negotiations with U. S. Customs to provide controls on import of gems.
3. Public notifications and c,urveys of gems.by State agencies much as the radioactive gold rings were handled. Acceptance levels would have to be carefully developed prior to such action.
