Re: Request for Reg IV concurrence Blair, thank for your help. For your first comment we will clarify our proposed condition. For your second comment the effluent releases are addressed in the license by reference for pit 4 and RMSA; Dplan section 5.1.3.4; Safety Plan Section 8, and the Environmental Operations Procedures.

Stu - RIV concurs with comment:

1. The surface contamination limits specified in LC 11.N should define " average" consistent with footnote e of the guildelines for decontamination.

2. LC 11.0 would be difficult to inspect unless the effluent sampling program is described in the Site Decommissioning Plan. Was a program described in the plan that identifies effluent sampling with sufficient specificity to inspect? If so, no problem with LC 11.0.
