10 CFR 51.22(c)(11) l By letters dated October 20, 1995, February 9, 1995, and February 15, 1996, Kerr-McGee Corporation requested an amendment to Material License SNM-1999.

i Kerr-McGee's license amendment request is separated into four categories which l

are:

(1) the organization supporting the decommissioning of the Cushing site; j

(2) the approval requirements of radiation safety procedures; (3) the commitments of the bioassay and air sampling programs ir.plemented under the radiation safety program; and (4)'other miscellaneous items addressed in the j

license application.

i The staff has concluded that these revisions involve actions which are administrative, organizational, and procedural in nature, and do not involve any changes in the scope or type of operations currently authorized by the license.

Further, these revisions meet the conditions that:

(1) there is no significant change in the types, or significant increase in the amounts of any l

effluents that may be released offsite; (ii) there is no significant increase in individual or cumulative occupational radiation exposure; (iii) there is no significant construction impact; and (iv) there is no significant increase in l

the potential for, or consequences from radiological accidents,

Therefore, in accordance with 10 CFR 51.22(c)(11), an environmental assessment or an environmental impact statement is not needed for this action.

Notwithstanding. statements in the application, the limits listed in

" Guidelines for Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use or Termination of Licenses for Byproduct. Source. or S]ecial Nuclear Material." Policy and Guidance Directive 83-23. August 1987, slall be used as the criteria for the unrestricted release of equipment, material, and personnel.

All radiation protection program procedures or revisions to these procedures i

shall be approved by the Radiation Safety Officer. All revisions to the radiation safety plan shall be approved by the Radiation Safety Officer.

Licensee is exempt from the physical protection requirements of 10 CFR Part 73 and the crit u:ality accident requirements of 10 CFR 70.24.

K.

Except as specifically provided otherwise in this license, the licensee shall conduct its program in accordance with statements, representations, and conditions contained in a letter dated September 25. 1992, as supplemented on December 18. 1992. January 14, 1993. February 23. 1993.

August 26, 1993. January 5. 1994, and February 9. 1996.
