NOTICE 0F VIOLATION.

' Dear Mr, An'derson:

On. July 12, 1997, the NRC completed an-inspection at your' Crystal River 3

reactor facility. The enclosed report presents the results of that

inspection,

During the 5-week period covered by this inspection period, your conduct;of

activities at your Crystal River facility was generally characterized as :

adequate,' We are concerned, however, about a . violation of NRC requirements-

that was-identified. In the area of Oparations, a violation was-identified

- for inadequate corrective ' action to correct a reportability determination ,

procedure that was the subject of previous escalated enforcement. Your

'

correction to the procedure resulted in-a definition that was contrary to '

l reporting regulations. ,

! mThis violation--.is~ cited in-the enclosed Notice of Violation, and the -  !

circumstances surrounding the violation are described in detail in the

Lenclosed report. Please' note that you are required to respond toithis letter

and should follow theLinstructions specified in the enclosed Notice wheri
