Dear Mr. Liparulo:
By your application (CAW-97-1144) and affidavit dated July 23, 1997, executed by Henry A. Sepp of Westinghouse, you submitted proprietary report, "RCS Flow Measurement Using Elbow Tap Methodology Licensing Submittal," dated July 1997, and requested that it be withheld from public disclosure pursuant to 10 CFR 2.790. A nonproprietary version of the report, "RCS Flow Measurement Using Elbow Tap Methodology Licensing Submittal,' dated July 1997, has also been provided.
Your application and the proprietary and non-proprietary versions of the reports discussed above are attachments to Houston Lighting & Power's (HL&P's August 6, 1997, appi!:ation for an amendment to Technical Specification Table) 2.2-1 and 3/4.2.5 for reactor coolant system flow monitoring.
HL&P's August 6, 1997, application supersedes HL&P's July 16, 1997, application on the same subject because the July 16, 1997, application contained proprietary information that had not been adequately identified. The July 16, 1997, application was retrieved and discarded from all the Nuclear Regulatory Commission (NRC) files by NRC staff.
You stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:
