REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE - SOUTH TEXAS PROJECT, UNITS 1 AND 2 (STP) (TAC N05. M99245 AND M99256) ,

Dear Mr. Liparulo:

By your application (CAW-97-Il58) dated August 27, 1997, and affidavit dated August 29, 1997, e.secuted by Henry A. Sepp of Westinghouse, you submitted

" Responses to NRC Questions on South Texas Project Elbow Tap Submittal,"

(Proprietary), August 1997, and requested that it be withheld from public disclosure pursuant to 10 CFR 2.790. A non-proprietary version of the report (same title and date) has also been nrovided.

The Nuclear Regulatory Commission (NRC) staff has identified inconsistencies between the information identified as proprietary in the responses to NRC quretions discussed above, which was forwarded by letter from Houston Lighting and Power (HL&P) to NRC, dated September 2,1997, and the information identified as non-proprietary in HL&P's initial application, dated August 6, 1997. Some examples of inconsistenies are as follows:

1. On page 22 (non-proprietary versica) of the August 6,1997, application, third paragraph, fourth sentence, it states, " Based on the Unit 1 i specific parameters, the decrease is 1.2% flow from zero to 100% power, and 0.4% flow from 70 to 100% power." However, on page 14 (proprietary ver sion) of the September 2,1997, response to NRC questions, last paragraph, this information is identified as proprietary.
2. On page 21 (non-proprietary version) of the August 6,1997, application, second paragraph, first complete sentence, it states, "As stated in Section 3.5, impellet smoothing is expected to cause a flow decrease of about 0.6% flow after the f!rst cycle." However, on page 15 f,\

(proprietary version) of the September 2, 1997, response to NRC questions, last paragraph, this information is identified as proprietary. 0 On September 9,1997, the NRC staff inforrad HL&P of these inconsistencies.
