This transmits the January 20 - March 3, 1986, resident inspection findings by

Messrs. T. Foley and D. Trimble at the Calvert Cliffs Nuclear ~ Power Plant, Lusby,

Maryland.

Those findings were based on observation of activities, interviews, ar

document reviews, which have been discussed with Mr. Lemons of your staff.

An apparent violation of NRC requirements is cited in Appendix A and categorized

!

j

under the revised NRC Enforcement Policy,10 CFR 2 Appendix C (47 FR 9987, $1 arch

(

8,1984).

This regards a failure to maintain proper administrative control over

j

the opening of a Containment isolation valve (Section 4 of this report).

Although

Section 2.201 of Part 2, Title 10, Code of Federal Regulations (10 CFR 2), requires

that you provide a written statement of explanation to this Notice of Violation,

we note that adequate corrective action was taken prior to the completion of this

j

inspection.

Therefore, no response is required.

In regard to your evaluation and development of a program to perform periodic non-

destructive examinations of the salt water system carbon steel piping (Section 8

,

.

of this report), we encourage you to pursue the type of program that will result

!

in early detection of wall thinning.

Such an approach would preclude potential

j

safety problems arising from through wall cracks.

Your cooperation with us is appreciated.
