APPENDIX A NOTICE OF VIOLATION Baltimore Gas and Electric Company Docket / License: 50-318; DPR-69 Calvert Cliffs Unit 2 As a result of the inspection conducted on January 20, 1986 - March 3, 1986, and in accordance with the NRC Enforcement Policy, (10 CFR2 Appendix C) the following violation was identified:
Technical Specification 3.6.4.1 requires the Containment Isolation Valves specified in Table 3.6-1 to be operable with the isolation times shown during Mode 1 through 4 operation.
Table 3.6-1 states that isolation time is "NA" (not applicable) for 1-SV-6529 (Post Accident Sampling Liquid Return Valve to Reactor Coolant Drain Tank), thereby requiring that this valve be main-tained closed.
Table 3.6-1 is permissive in that it allows 1-SV-6529 to be opened on an intermittent basis under administrative control.
Contrary to the above, at about'3:00 a.m. on January 25, 1986, with the unit in Mode 1 operation, 1-SV-6529 was discovered to be open without administra-tive control.
It had apparently been open without that control since about 3:30 p.m. on January 24, 1986.
This is a Severity Level IV Violation (Supplement I) applicable to DPR-53.
Although Section 2.201 requires you to submit to this office, within 30 days of your receipt of this Notice, a written statement of explanation, we note that this violation was corrected prior to the completion of ou'r inspection; and therefore, no response with respect to this matter is required.
