Control of Activities Within the Exclusion Areas of Grand Gulf Nuclear Station, Units 1 and 2 ,

By letter dated January 29, 1987, System Energy Resources, Inc. (SERI) submitted its analysis and conclusions regarding the ability of the licensees

  • for the Grand Gulf Nuclear Station (GGNS) to control activities within the exclusion areas of GGNS Units 1 and 2 as required in 10 CFR Part 100. Concerns had been expressed by the NRC staff regarding the ability of the licensees to control all activities within the exclusion areas because the licensees do not own all the mineral rights for land within the exclusion areas. The NRC staff granted an interim exemption to 10 CFR Part 100 (" Exemption Providing For Control of All Activities Within the Site Exclusion Area," dated December 20, 1986) until April 30, 1987, pending receipt and review of the licensees' proposed long-term solution. SERI's letter dated January 29, 1987, provided its proposed solution.

The NRC staff has reviewed the SERI January 29, 1987, submittal, and the staff's safety evaluation is enclosed. The staff concludes that the licensees for GGNS, Units 1 and 2 have adequately demonstrated the capability'for long-term control of activities within the exclusion areas and compliance with 10 CFR part 100. Therefore, the exemption from 10 CFR Part 100 is no longer required.

  • The licensees for GGNS are Mississippi Power & Light Company (MP&L), System j Energy Resources, Inc. (SERI) and South Mississippi Electric Power Association
(SMEPA). On December 20, 1986, the NRC issued amendments to the GGNS Unit 1 i operating license and the GGNS Unit 2 construction ' permit authorizing transfer of control and responsibility for licensed activities from MP&L to SERI.
