OF MEETING ON OCTOBER 2,1986 1

4 On October 2, 1986, representatives of the Mississippi Power & Light Company (MP&L) met with.the NRC staff in Bethesda, Maryland. The purpose of the meeting was to identify additional information needed by the staff to enable

it to continue its review of applications for amendment of the Unit 1 operating license and the Unit 2 construction permit. These applications, if approved, would reflect the transferral of responsibility for the operation of Unit 1 and construction of Unit 2 from MP&L to Middle South' Energy Incorporated, recently renamed System Energy Resources Inc. (SERI). A list of attendees is provided in Enclosure 1.

The topics for discussion-in this meeting included the effect of the transfer on the organization proposed to operate Unit 1, the offsite power supply system, emergency planning arrangements and an overall review of the implementation of all regulatory requirements which may be impacted by the proposed transfer.

The NRC staff requested information on these issues as stated on the agenda for the meeting in Enclosure 2. The MP&L representatives discussed these issues as outlined in En~ closures 3 and 4 Financial and antitrust issues were not discussed at this meeting. The meeting concluded with MP&L committing to provide responses to the issues identified on the agenda (Enclosure 2). These responses were provided by letter dated October 4, 1986.

1. Discuss any changes expected to be required of FSAR Section 13 to effect the transfer from P1P&LCo to SER I
2. Discuss the provisions to be taken by the licensee and the featu'res of the offsite/onsite power supply systems which will ensure that the reauirements of GDC-17 will continue to be met.
3. Discuss the actions to be taken by the licensee and all other involved organizations which will ensure that the requirements of 10 CFR.50.47, Emergency Plans, will continue to be met.
4. Discuss the results of the licensee's overall review to ensure that all regulatory issues relevant to the requested action have been identified and appropriately dealt with.

WRITTEN AGREEMENT THERE WILL BE A WRITTEN AGREEMENT BETWEEN MP8L AND SERI UNDER WHICH MP8L AND SERI WILL CONTINUE CURRENT ARRANGEMENTS FOR OPERATION, MAINTENANCE AND C0 ORDINATION OF THE SWITCH-YARD AND ASSOCIATED TRANSMISSION FACILITIES. THIS AGREEMENT WILL ALSO CONTAIN PROVISION TO ASSURE THAT MP8L OBTAINS SERI DESIGN CHANGE APPROVAL OF THE SWITCHYARD AND ASSOCIATED TRANSMISSION FACILITIES PRIOR TO IMPLEMENTATION. MP&L-AND SERI WILL MAINTAIN WRITTEN GUIDANCE AND PROCEDURES COVERING THESE ITEMS.
