Dear Mr. Denton:

South Carolina Electric & Gas Company was transmitted a letter from Mr. Jon B. Hopkins of your staff dated August 12,1986, providing information pertaining to a post-implementation audit of the Virgil C. Summer Nuclear Station Safety Parameter Display System (SPDS). The letter requested responses to several questions on the status of the SPDS and proposed dates for the audit to be accomplished. The responses to the questions are hereby provided in Attachment I to this submittal. In addition, Attachment II lists proposed dates for performance of the post-implementation audit.

If you have any further questions, or if the proposed audit dates are unacceptable, please advise.

ATTACHMENTI QUESTIONS ON STATUS OF SPDS 1.

Date SPDS was declared operational. Was this in accordance with issued orders, or commitment dates?

The SPDS was required to be fully operational by December 31,1985, in accordance with an order issued by the NRC on June 15,1984. SCE&G's system was in compliance with this order.

Date Verification and Validation program on SPDS was completed.

By letter from Westinghouse Electric Corporation, dated October 10,1985, the Dynamic Acceptance Test Results were transmitted for the Technical Sup 3 ort Center Computer, of which the SPDS is a portion. The test results confirmed the system's operational integrity and reliability, and allowed the system to be fully released for use at the Virgil C. Summer Nuclear Station.

Were operators trained and are procedures available for using SPDS7 A training course was given to Emergency Operations Facility engineers, site engineers, shift technical advisors and licensed operators on the use of the SPDS. In addition, a two hour presentation was made to the operators during the second operator requalification period earlier this year.

Emergency Operating Procedures call for the Shift Technical Advisor to utilize the SPDS under emergency situations.

Have you reviewed your SPDS against the problems identified in IE Information Notice 86-107 Do you have similar problems?

SCE&G has reviewed IEN 86-10 against our SPDS. The review indicated that operator acceptance of the system was the major area in which potential problems existed. However, since the system is now displaying accurate data and operators' experience with the system is increas,mg, overall operator acceptance is improving.

What is the operational availability of your SPDS7 Since December 31,1985, the availability of the SPDS has been 96.93%

(calculated through August 1986).

Approximately 60% of the unavailability was related to two hardware problems, while the remaining 40% was software related.

Is the SPDS incorporated in the Emergency Procedures?

The SPDS is used in the Emergency Operating Procedures at the Virgil C.

Summer Nuclear Station. Through the use of an Emergency Operating Procedure the Shift Technical Advisor uses the SPDS to evaluate the status of the critical safety functions.

Who is the primary user of the SPDS?

Operations personnel and the Shift Technical Advisors are the primary users of the SPDS. However, during the annual emergency drill, extensive use of the SPDS is made. During these drills, Emergency Operations Facility engineers also utilize the system extensively.

8.

Have modifications been made to the SPDS since it was declared operational?

No major modifications have been made to the SPDS since December 31, 1985. As noted in the response to question 5, some hardware and software problems have been encountered, however modifications were not required to return the system to service.

9.

Does the operational staff believe that the SPDS rr.akes the operator's job easier?

Due to problems with the system when it was first installed, operations personnel have had difficulties in establishing credibility with the SPDS.

The staff has become accustomed to relying on the control board indications and, therefore, have not used the SPDS extensively in everyday operation of the plant. However, as discussed in the response to question 4, as the operators become more comfortable with the system, SPDS usage is increasing.
