REVIEW 0F LICENSE AMENDNENT APPLICATION

Background

By letter dated March 14, 1985, and its supplement dated Ma; 2, 1985 EKC requested Haterials License No. SNM-1513 be amended as follows:

1. The Health, Safety, and Human Factors Laboratory (HSaHFL) which administers the radiation safety program shall be changed to the Health and Environment Laboratory (H&EL).
2. Due to the replacement of the Cf-252 source, the radiation exposure rate will change from the California Neutron Flux Multiplier (CFX) r+achine.
3. The frequency for routine checking of the CFX machine control system.

4 The assignrent of responsibility for the safe operation of the CFX machine.

5. Deletion of the personnel pocket dosineter for conitoring n'eutron radiation.
6. A change in the personnel who perform the calibration of the radiation instrumentation.

Discussion

1. The Health Safety Function name change does not affect the respunsibilities and tranagement for the safety-related functions. Therefore, this change is acceptable.
2. EXC recently replaced the Cf-252 source (State license) in the CFX machine containing licensed material with a new source. This replacement raises the radiation level at the surface of the machine from 10 mr/hr to approxicately 14.4 mrem /hr at 1 foot from the nachine. However, the radiation level in the work area is about 1.8 mrem /hr, and the workers will normally remain in the area for only about 5 minutes per week.

Because of this limited tire which a worker stays in the work area, the staff feels the radiation exposure to the worker will be limited.

3. Because the CFX machine might operate for 7 consecutive days, EXC requests the frequency for checking the CFX rnachine controls and interlock be extended f rom 5 operating days to 7 operating days. Based on the licensee's cocpliance history records and a discussion with Mr. J. Roth, Region 1 Inspector, the staff has determined the licensee's request is acceptable.

4. The Group Leader of the Laboratory is currently responsible for the safe operation of the CFX. The licensee had requested authorization for assignment of a professional staff member with at least 2 years experience in radiation work for the sare responsibility. The staff finds the licensee's request is acceptable for the type of work being conducted at EKC.
5. The EKC presently issues 2 types of dosimeters (pocket and film badge) to the workers for ronitoring neutron exposures. Because the accuracy of a pocket dosireter is questionable. EKC plans to use only the film badge.

The staff has determined that a film badge dosireter is adequate to rvinitor the neutron exposures, and the licensee's request is acceptable.

6. The EKC plans to have the portable radiation survey neters calibrated by authorized personnel. The staff feels this is acceptable.

Conclusion and Recomnendation Based on the discussion above, I believe an amendment can be granted without undue risk to the workers, the public, or the environrent. Therefore. I recomend the issuance of this license anendront be granted.
