Docket No. 70-1703

Dear Dr. Soong:

Enclosed are eight copies of an application for an amendment to license #SNM-1513 (revision date December 17, 1984). All revised portions of the application are marked in the Irargin with " lR ".

It is the opinion of the Kodak personnel involved with radiation safety that the changes do not compromise our radiation protection program in anyway.

The revisions are primarily due to changes in personnel and organization within our Company. As you will see as you review the revisions, there have been changes in the Company Officers, Research Labs Management, Industrial Hygiene Staff and names of Company Divisions.

However there are also some changes in conditions of the license. Since the last application we have replaced the Californium-252 source with a source of stronger activity. This altered the radiation levels in the immediate vicinity of the Californium Flux Multiplier (CFX). We have also upgraded the 14 MeV neutron generator which occupies the same area as the CFX.

The changes which may require additional explanation are:

Pages 11 & 12, 5.2.5 and 5.2.7: Discontinued use of thermal neutron pocket dosimeters - these instluments are difficult to calibrate and therefore accuracy cannot be verified. A neutron exposure monitoring " chip" is included imthe badges worn by personnel in the area.

.. Page 12, 5.2.8: Discontinued use of a tritium monitor -

the new 14 MeV neutron generator uses sealed tritium targets whereas the old generator used unsealed targets.

Page 17, 6.4, 1.: Extending maximum period between checks of controls and interlocks from five to seven " operating days" - this is a semantic clarification. The CFX might

" operate" for seven consecutive days, although normal

" working days" for the personnel in this area are Monday through Friday.

Please contact me if you require additional information. As we discussed by telephone, the application fee will not be known until after you complete your review. I will arrange for fee payment as soon as we can obtain an invoice.

Sincerely, W
