Transfer Canal Electrical Equipment Problem This report evaluates the concern that the electrical equipment in the fuel transfer canal is not installed according to the drawings and the-concern that there are no fuel transfer system "as-constructed" drawings.
II.
Specific Evaluation Methodology This element is made up of two K-forms:
"SQP-5-004-002 - The configuration of the electrical equipment in the Transfer Canal is not per the drawing. Details known to QTC and withheld to maintain confidentiality.
Nuclear Power concern. No further information may be released. CI has no further information."
"SQP-6-011-001 - The fuel transfer system was upgraded from non-QA to a QA Level II; however, there are no "as-constructed" drawings. Nuclear Power concern. CI has no further information."
The K-forms were' reviewed to determine the area of concern. The referenced documents were reviewed to determine the requirements and testing conditions of fuel transfer equipment presently located in the
^
transfer canal. The Engineering Change Notices (ECN) authorizing the equipment modifications and the associated installation and testing workplans were reviewed. As-constructed drawings referenced in the workplans were reviewed to verify as-constructed configuration following completion of the work plans. This was done by comparing drawings obtained from the Drawing Control Center with the respective workplans.
Interviews were held with cognizant engineers in SQN Systems Engineering to evaluate the testing history of the equipment in question. It was not necessary to review any " upper tier" documents, l
work requests, regulatory! requirements, or NCRs'.
w y
l III. Findings
)
Following initial conatruction, the electrical equipment in the L
transfer canal was tested by Preoperational tests W-7.2B Unit 1 and FY+
W-7.2B Unit 2 (references 1 and 2).
~
~
The equipment tested by these Preoperational Tests was subsequently replaced with the presently existing equipment bbc'ause of water leakage into the air motors and limit switches. This was done by authority of ECN L5667 R0 (reference 3).
Several workplans were involved in completion of ECN L5867 (reference 8).
These workplans were reviewed together with current as-constructed drawings. The as-constructed drawings have all been updated as specified in the workplans.
Following the modification, the new equipment including the electrical equipment j
now in question was tested by Post Modifications Test (PMT) - 48.
This i
was done by Workplan 10736 and 11561 for Unit 1 (references 4 and 5) and by Workplan 11177 for Unit 2 (reference 6).

III. Findings (Continued)
Administrative Instruction AI-19 provides for "As-Constructing" drawings following modification by workplan.
(reference 7).
See also ECTG report 307.04, "Workplan Process" (reference 9).
Subsequent to reviewing the as-built drawings ECTG requested assistance l
from the Systems Engineering Group to perform a selected review of the IR3 as-built configuration of the fuel transfer system pit side panel and to l
confirm the as-built configuration of the equipment. No significant l
discrepancies were noted during this review.

Conclusions:==
Workplans and as-constructed drawings regarding the installation of new fuel transfer equipment were reviewed and compared. All drawings were found to be in agreement with the workplans referenced and were correctly as-constructed.
The concerns SQP-5-004-002 and SQP-6-011-001 are determined to be not valid.
IV.
Root Cause None V.
Generic Applicability No problem with "as-constructed" drawings for the fuel transfer system was identified at SQN. A sample review of WBN fuel transfer system drawings indicated "as-constructed" drawings exist; therefore, this issue is not generic to WBN and no detailed evaluation will be conducted.
