Valve operators (Limitorque) for component cooling water system valves.

Westinghouse Water Reactor Divisions.

NATURE OF DEFICIENCY CPSL identified in July, 1984 that motor operators supplied by Westinghouse for certain butterfly valves in the component cooling water system were not qualified as 1E.

i DATE PROBLEM WAS CONFIRMED TO EXIST CP&L determined on July 3, 1984 that a potentially reportable condition existed.

PROBLEM REPORTED:

K. V. Hate' notified the NRC (Mr. A. Hardin) that this item was potentially reportable under 10CFR50.55(e) and 10CFR21 on July 5, 1984.

K. V. Hate' notified the NRC (Mr. P. Fredrickson) that thia item was reportable under 10CFR50.55(e) and 10CFR21 on October 31, 1984.

SCOPE OF PROBLEM:

SHNPP Unit 1 component cooling water system butterfly valve operatore (four).

SAFETY IMPLICATIONS:

Failure of the operators could create the inability to separate the redandant trains of component cooling water, except by manual closure via the hand operators.

REASON PROBLEM IS REPORTABLE: Failure of the operators could lead to a degraded safety condition.

x CORRECTIVE ACTION:

Westinghouse has evaluated the Limitorque operators supplied for these valves and has determined that they are qualified for IE applications without modification. Westinghouse submitted the

" Qualification of CCWS 18 inch Butterfly Valve Limitorque Motor / Gear Operator Assemblies" to Carolina Power and Light via letter CQL-8367.

FINAL REPORT Carolina Power & Light considers these valve operators qualified for their intended service. This item is considered complete.
