GSU & NRC MEETING OF FEBRUARY 17, 1987 On February 17, 1987, the staff and Gulf States Utilities (GSU) representatives met to discuss the following issues with regard to River Bend Station:
Containment Venting Regulatory Guide 1.97 TDI diesels GSU Plans for its first refueling outage Engineering expertise on shift Ultimate heat sink monitor Amendments to the River Bend operating license Containment Venting Section 13.5.2.3 of Supplement 5 to the River Bend Safety Evaluation Report (SER) discussed a commitment by the licensee to furnish additional information on containment venting.
Subsequently, the staff informed GSU to defer sub-mission of detailed containment venting procedures, until the staff has completed its generic review of containment venting.
At the February 17, 1987, meeting GSU and the staff agreed to the following action plan:
GSU will perform a parametric analysis of vent path _ survivability.
GSU will request a meeting with the staff in the Spring of 1987 to review its timetable on containment venting analysis.
, to the River Bend Operating License, NPF-47, requires GSU to implement certain equipment modifications to be in compliance with Regulatory Guide 1.97 prior to startup following the first refueling outage.

The staff has already approved GSU proposals with regard to equipment'identi-fied in Attachment 4 of the River Bend Operating License, except for the neutron flux monitors.
GSU emphasized that an approved design for neutron monitors which conforms to Regulatory Guide 1.97 is not currently available.
GSU requested the staff to consider extension of the deadline for the neutron monitors until the third refueling outage.
The staff advised GSU that they would entertain an amendment to the River Bend Operating License to extend this deadline for the neutron monitor to the startup following the second refueling outage.
TDI diesels GSU and the staff reviewed the staff's generic findings on TDI diesel opera-bility as published in NUREG-1216 and the licensee's proposals for an amendment to their operating license dated August 4,1986 as supplemented on August 15, 1986 and September 26, 1986. The staff emphasized that its final position on turbocharges had been modified, and the sample license condition on crankshafts required amplification.
The staff agreed to send GSU a letter on this topic, shortly.
GSU plans for its first refueling outage In order to schedule its resources, the staff emphasized that it expected GSU to provide a timely input on any amendments to their operating license, fuel reload amendment, and any other item requiring staff review and approval.
The staff informed GSU that a request for a plan for refueling would be requested in writing, with a response due to NRR and Region IV by aid March 1986.
Engineering Expertise on Shift The staff reminded GSU of its commitment, enumerated in Section 13.2.1 of i
Supplement 5 of the SER to be in conformance with the Commission approved j
Final Policy Statement on Engineering Expertise on Shift (SECY-85-150) prior to startup following the first refueling outage.
The staff emphasized that j
the licensee should submit a timely amendment to their operating license to conform to Section 6.2 of their Technical Specifications to the Final Policy Statement.
Ultimate Heat Sink (UHS) Monitor i
GSU informed the staff that its target for installation and operation of an approved UHS monitor was September 15, 1987, which would be in conformity with condition (c)(9) of the River Bend operating license.
The staff emphasized that GSU would need to submit a report to the staff for review by the end of April 1987 providing details on the planned UHS monitor.
These details would include:
FSAR type drawings, type of instrument, seismic category, location of readouts, supports and power supply.

Amendments to the River Bend Operating License The staff reviewed the Section 50.92 criteria which must be submitted with proposed license amendments.
The staff emphasized that the criteria should provide clearly reasoned, logical arguments that any reasonable individual could understand.
Copies of 51 FR 7944 published in the Federal Register on March 6, 1986 were provided to the licensee to explain the definitive position of the staff on the procedures and standards for no significant hazard consider-ations.
The staff complimented the licensee on its recent submissions of February 19, 1987 on channel calibration frequency and January 28, 1987 on drywell bypass leakage. However, the staff emphasized that another proposed amendment sub-mitted on January 28, 1987 and two earlier proposed amendments submitted on September 12, 1986 required further amplification of the no significant hazards considerations.
A written draft of these minutes was shown to staff and GSU representatives for comments on accuracy -- none were received.
