DPR-42 50-306 DPR-60 Information Required for NRC Review of Inservice Inspection and Testing Program and Requests for Relief from ASME Code Section XI Requirements Attached you will find one copy of Revision Number 1 to the Prairie Island Inservice Inspection and Testing Program for the Second Ten Year Interval.
This Program was submitted to the Commission on December 22, 1983 and approved by the NRC staff on December 28, 1984. Revision Number 1 consists of two new Requests for Relief (No. 69 - Unit 1 and No. 69 -
Unit 2) and thirteen revised Requests for Relief (Nos. 18, 27, 39, 57a, 57b, 57c, 59 for Unit 1 and Nos. 16, 18, 57a, 57b, 57c, 59 for Unit 2).
Commission review and approval of the new and revised Requests for Relief is sought at this time.
This submittal is made in accordance with 10 CFR Part 50, Section 50.55(g)(6)(i).
Attached is a check for $150.00 as required by 10 CFR Part 170 Section 170.21 for the required application fee.
The above referenced new and revised Requests for Relief have been attached to this letter as Attachment A to facilitate your review.
The remainder of the revision to the program manual is intended to be for information only.
For ease of program manual updating, the referenced Requests for Relief have been included in the accompanying manual update package.

- 1. Program Sections 1.1. 2.1 Revisions to these sections of the program are limited to administrative and typographical changes.
No revision to program methodology or scope is proposed.

Revisions to these sections consist of the addition and deletion of various requests for relief to the Common Component and valve tables.
Valve tables in sections 1.4 and 2.4 have been updated to reflect the assignment of two letter designations to all plant systems. These tables have also been reordered to appear in alphabetical order by system. Administrative changes to the test procedure column have been made where required. The Request for Relief column has been updated to correspond to the updated Requests for Relief from sections 1.5 and 2.5.
Eight valves have been added to the program-(six on Unit 1 and two on Unit 2) and 4 valves have been deleted (one on Unit 1 and three on Unit 2).

- Editorial changes have been made to Requests for Relief Nos. 2, 5, 7, 8, 9, 11, 12, 13, 14, 16, 21, 24, 28, 45, 50, 63, 66.
These changes are editorial in nature and do not affect the intent of the Raquest for Relief and therefore do not require Commission review.
- Requests for Relief Nos. 10 and 22 are being removed from the Prairie Island Unit 1 Inservice Inspection and Testing Program.
- Changes to Requests for Relief Nos. 18, 27, 39, 57a, 57b, 57c and 59 involve-major revision and rewrite and require Commission ~ approval.

BASIS System design does not permit the performance of a meaningful exercise test to verify the valve prevents reverse flow without excessive manipulation of components and systems involved. These operations are not warranted for the extent of testing to be accomplished. Specifically:
Ar-14-1. 3 These are norrally open check valves. Verification or valve closure requires taking one of the opposite units aux feedwater pumps out-of-service and draining approximately 200 feet of 8 inch pipe.
Taking one of the other units aux feedwater pumps out-of-service requires repositioning of valves, which if not performed properly, could result in a violation of the plant's operating license.
CC-3-3. 4 These a re normally open check valves. Verification of valve closure requires isolation or the following equipment and draining of long sections of piping.

CL-42-1. 2CL-42-1 These are normally open check valves. Verification of valve closure requires taking one entire safeguard cooling water header (both units) out or service and draining 200 feet or 30 inch pipe.
This valve was added to the Section XI program by NRC Bulletin 01-Q1, which was concerned about railure nr valve inte rna l parts and blockage of ricw to emergency dissel generators. Since there is continuous flow through the valve any degradation of the valve would be immediately noticed. Fu rthe rmo re, the valve design is such that railure of the valve internals could not block flow to the emergency diesels. This test would be an unnecessa ry challenge to the safeguard protection systems.

CV-31440. CV-31241. CV-31444 Cycling these valves could potentially cause an over pressurization of the reactor coolant system with the RCS below MPT.
MV-32199. MV-32166. VC-14-1. VC-14-2 Cycling these valves could disrupt either seal water injection to the Reactor Coolant Pumps or seal leskorr from the Reactor Coolant Pumps.
Either or these errects might damage the pump seals.
VC-7-11. VC-7-10. CV-31198 Cycling these valves could remove the boric acid addition path from service. This path is required by Tech Specs.
CV-31436. CV-31437 Cycling these valves could isolate the Reactor Coolant Drain Tank.
The RCOT and its pumps are used as a drain down path and to purity the RCS at Cold Shutdawn. Removal of these functions would restrict plant activities.
CV-31434. CV-31435. CV-31545. CV-31546 Cycling of these valves could line up the vent header to the containment and cause a release or radioactive gases into the containment.
CV-31740. CV-31741 Cycling or these valves could isolate instrument air in containment. This would cause all or the air operated control valves to go to their failed position.
CV-31438. CV-31439 Cycling these valves prevents the removal or drain water from containment. This drain water comes from such evolutions as draining of systems for maintenance and draining of systems for startup.
Isolation could delay heatup or cause the overflowing or the sump and contamination or part of the containment.

CODE REQUIREMENTS The valves will not be leak rate tested in the manner reqt i red by IW-3420.
BASIS These valves are required by 10CFR 50, Appendix J (Primary Reactor Containment Leakage Testing for Watercooled Power Reactors) to have a minimum leakage, and are therefore Category A valves. Since the valves are required by Appendix J they will be leakrate tested, in accordance with Appendix J.
This includes the method, mea suremer;ts, medium, analysis, and corrective actions.
This is consistent with Section XI philosophy on containment Table IWE 2500-1 and IWE 5220 state pressure retaining boundaries of containment will be tested in accordance with 10CFR 50, Appendix J.
