Enclosed is the Nuclear Reculatory Commission's report directed by Section 604 of the " Omnibus Diplomatic Security and Antiterrorism Act of 1986," PL 99-399. The_ report reviews the adecuacy of the international physical security standards currently applicable with respect to the shipment and storage of strategic special nuclear material subject to U.S. prior consent rights.
