PVNGS UNIT 2 STARTUP TEST REPORT SUPPLEMENT 1 PAGE 1 INTRODUCTION This is the first supplement to the Startup Report for Unit 2 of the Palo Verde Nuclear Generating Station (PVNGS). The original report, submitted to the U.S.

Nuclear Regulatory Commission (NRC) on December 19, 1986 (see Referenced letter), addressed the startup test phases of Initial Fuel Loading through Power Ascension Testing. The test results for two areas of testing remained open at the time that this report was submitted. These areas are the Reactor Coolant and Secondary Chemistry and Radiochemistry Test (Startup Report Section 6.5) and the Shutdown from Outside the Control Room Test (Section 6.15). This supplement to the Startup Report addresses the status of these open items.

The proper operation of the Process Radiation Monitor (PRM) was not verified during the Power Ascension Testing due to offscale (high) readings above 50%

full power as a result of a higher than expected-level of RCS activity. A modification of the PRM has been implemented, but retesting of the monitor has been delayed due to the shutdown of Unit 2 since January 9, 1987 for 18-month surveillance testing.' The PRM will be retested after Unit 2 has been returned to operation, and the results of this testing will be addressed in a future supplement to this report.

Section 6.15> Shutdown from Outside the Control Rcom Test (CESSAR Section 14.2.12.5.0)

This test was scheduled to be performed on January 9, 1987 when Unit 2 was to be shutdown for a surveillance testing outage. However, the performance of this test was delayed due to plant equipment problems, as reported in the referenced letter. Consequently, testing will be performed at the next appropriate scheduled shutdown, but no later than the first refueling of Unit 2. Since this testing could conceivably be delayed until February 1988 (commencement of the first Unit 2 refueling outage), it will not be addressed in future supplements to the Unit 2 Startup Report. Instead, a summary of the results of this test will be provided separately to the NRC after its completion.
