of the Cimarron Facility, was conducted on May 6-9, 1974.

Some conditions were effective im: mediately; certain exceptions were granted with respect to placement of detection equipment and conducting of searches (with acceptable provisions) and certain exceptions were granted on equipnent installation, badging and the protective force but only until May 6, 1974 l
(with acceptable provisions).
H e nunerous violations disclos.ed by this inspection relate mainly to the licensee's inability to meet imposed requirements within the time allotted (March 6 or May 6, 1974).
Most violations deal with three general areasi alarms, guards and detection aids, all long lead items.

A.* Enfoteement Actions:
The following apparent violations of AEC requirements are considered to be of Category II severity:
1.
73.60(a)(7) states, " Methods to observe individuals within material access areas to assure that special nuclear material is not diverted shall be provided and used,on.a continuing basis."
This matter was previously reported to K-M as item No. 3 in the enclosure to RO:III letter dated April 12, 1974. 'In the X-M response dated April 29, 1974, it was stated that the(TVcamera presently mounted on the outside of the Pu Building vill be moved inside the dock air lock area to enable the guard in the front lobby to have visual capability to survey the area of the dock exit Pu monitor as well as the exit door Contrarytotheabove,atthetimeoftheinspection,{theTVcamera was not relocated to inside the dock area to provide im=ediate visual capability of the guard upon activiation of the Pu monitor alarm.

Creation of individual records on required tests, responses and inspections was deemed advisable. Action taken: The licensee has set up separate records for communications tests, daily fence and gate in.spections, alarm annunci--ions and response - m1mrm and detection aid tests and unusual incident reports. 5. SECTION XVI HATERIAL IN TRANSIT Only domestic shipments of trigger quantities by road have been made by the licensee since March 6, 1974. A total of 4 shipments were made between the licensee's facility and Atlantic Richfield (ARCH 0), Richland Washington These shipments consisted of two round trips.
