This refers to the routine safety inspection (50-293/86-37) conducted by

Dr. M. McBride and Mr. J. Lyash of this office on October 21, 1986 to
November 24, 1986, at the Pilgrim Nuclear Power Station, Plymouth, Massachusetts.
Areas exainined during this inspection are described in the NRC Region I Inspec-

tion Report which is enclosed with this letter. We identified two violations of
'
NRC requirements as discussed in the enclosed Notice of Violation. Please re-
spond to the Notice within thirty days from receipt of this letter.

We are concerned about continuing evidence of weakness in the fire protection
program. Four previous NRC inspections this year (86-06, 86-25, 86-36, and

86-38) identified significant fire protection program problems. Accordingly,
we would like to meet with you at the Region I offices to discuss your actions
to address your hardware and programmatic weaknesses. We will be in contact
with you to arrange this meeting.

ject te the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
