Subject: Inspection Report No. 50-412/86-29

This refers to the routine inspection conducted by Mr. F. Paulitz of this

office on September 29, 1986 - October 3, 1986 at Beaver Valley Nuclear Power

Station, Unit 2, Shippingport, Pennsylvania of activities authorized by NRC

License CPPR-105 and to the discussions of our findings held by Mr. Paulitz

with Mr. Noonan and others of your staff at the conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I

Inspection Report which is enclosed with this letter. Within these areas, the

inspection consisted of selective examinations of procedures and representative

records, interviews with personnel, and observations by the inspector.

During the inspection a violation of NRC reporting requirements was identified.

In 1983 and in 1984 Duquesne Light Company and your contractor, Stone and

Webster identified deficiencies with some of the Westinghouse 7300 Process

Protection System (PRS) circuit cards. However, the final and supplemental

Construction Deficiency Report (CDR) submitted to the NRC to address these

deficiencies did not contain ar! adequate description of the corrective actions,

and the supplemental report that reported the presence of NLP cards at your

facility was not filed in a timely manner. This violation is discussed in the

enclosed inspection report. In this regard we are considering appropriate

enforcement action and will inform you of our decision in the near future.
