Submittal of Updated Final Safety Analysis Report -

Catawba Nuclear Station, Unit 1 By letter dated November 25, 1985, supplemented by letter dated May 21, 1986, you requested an exemption from the requirements of 10 CFR 50.71(e) which would defer submittal of the updated Final Safety Analysis Report (FSAR) for Catawba Unit 1 by 12 months on the basis that the Catawba FSAR was updated on January 31, 1986, for both Catawba Units 1 and 2, prior to the issuance of the Catawba Unit 2 low power license on February 24, 1986. You also stated that the January 1986 revision satisfied the intent of the regulation.

The staff has reviewed your request and agrees that the January 1986 revision satisfied the intent of the regulation although it was achieved in a different format from the one recommended by the staff in a letter to all operating -

reactor licensees dated December 15, 1980. Therefore, the staff finds that there is no need for your request for an exemption and considers the January 1986 revision to have satisfied the intent of 10 CFR 50.71(e).
