' Docket No. 50-413 Final Safety Analysis Report Update

Dear Sir:

Section 50.71(e) (3) (1) of 10 CFR 50 requires the licensees of nuclear power reactors to submit an updated Final Safety Analysis Report (FSAR) within 24 months of either July 22, 1980 or the date

-of issuance of the operating license, whichever is later.

Catawba Nuclear Station, Unit 1, was issued an-operating license on July 18,.1984.

In accordance with the above referenced regulation, Duke Power Company must submit an updated FSAR on or before July 18, 1986.

Duke Power Company requests a twelve (12) month

extension of this deadline for the following reasons:

(1)

-According to the present schedule, Catawba Unit 2 will be undergoing Power Escalation Testing at this time.

Therefore, station personnel will be unavailable for a detailed review of the FSAR.

(2)

The Catawba FSAR applies to both Units and will be revised prior to the anticipated issuance of the Catawba Unit 2 operating license in January, 1986.

Therefore the intent of the regulation will be satisfied.

(3)

It is not. practical for Duke to maintain the FSAR, as required by_10 CFR 50.34 to support Catawba Unit 2 licensing, while simultaneously initiating the extensive process (i.e.,

t-incorporation of separately submitted analyses, incorporation of question responses into the FSAR text, review and reprinting) in order to produce an updated FSAR.

Finally, all2 month extension of-the deadline would allow Duke

to produce an updated FSAR which would apply to both Units.

This would permit both Duke and NRC to more advantageously use available iganpower.

- Duke will thereafter submit FSAR revisions annually.

As required by 10 CFR~170.21, attached is a check for $150.00.
