Dear Mrs. Sinclair:
This is in response to your April 30, 1986, letter in which you expressed your concerns about emergency planning and security for the Fermi 2 Nuclear Power Plant. You indicated that you are awaiting further co respondence from the Federal Emergency Management Agency on your emergency planning concerns.
I have forwarded a copy of your letter to that agency for its information.
You also expressed concerns about the security of nuclear plants, in light of recent incidents of terrorism.
The security system of each nuclear plant is designed to protect against a design basis threat, defined in NRC regulations, which involves a detemined violent external assault and an ir.ternal threat of an insider.
I would therefore, ouestion the certainty of your statement that a " knowledgeable terrorist could create massive nuclear holocaust in the vicinity of any reactor."
The NRC staff's review of the design of the system at Fermi 2, in particular, has concluded that their system meets the design basis threat. As the plant's security programs are designed to counter a successful attack, the redundant plant safety systems are designed to mitigate the consequences of reactor system failures regardless of their cause.
Further, it is incorrect to suggest that the potential of a terrorist threat has been ignored. The Commission reviews the basis for the desi threat and upgrades or modifies that design basis as necessary. gned Additionally, the NRC maintains close liaison with agencies that continuously monitor the probability or imediacy of potentially threatening activities.
Based on current infomation there has been no change in the domestic threat environnent.
Moreover our regulations require and our inspection program has verified that Detroit Edison has established and maintains liaison with local law enforcement authorities to assist in implementing the licensee's plan to address contingencies including those involving threats.
We do not fully understand the intent of your reference to the presence of a defense installation in the vicinity of the Femi 2 plant.
Perhaps you are suggesting that somehow it makes Femi 2 a more inviting target.
But, as stated previously, a terrorist threat is cne of the contingencies particularly included in security planning at Femi 2 and at all nuclear power plants.

Obj. la All shifts have been conducting weekly random audits to verify door checks.
Per your request memos will be provided to you via this office for your file.
Further documentation is being maintained by each shift.
Obj. Ib The first verification will be completed by 30 May, 1986.
A memo will be provided to you for your file.
Further documentation will be maintained by this office.
Obj. 3, All posts that are not covered under N.S. procedures 3a & 3b' currently have letters of instructions for the specific post. All instructions are approved by the NSC prior to issue.
SLs make post checks early shift.
NSC makes quarterly checks of all security posts.
Obj. 6, SPIP4 was revised to simplify the temporary deviation 6a, 6b process.
The authorized. personnel list was updated 5/14/86.
Standard authorization practices are used on all.' deviation requests. In addition, SLs review all temborary deviation paperwork prior to the end of the shift.
The NSC makes periodic inspections of the temporary zone deviation paperwork.
Obj. 9 A 100% review was completed in April.
Hcwever, due to 9a SPIP6 revisicn a second review is now in progress with an expected completion date of 5/31/86.

Bulletin 85-97 in mid-March.
To ensure security personnel presently working have a clear unaerstanding of IE Bulletin 85-97 a review of Obj. 6a the bulletin will again be conducted at shift briefings with an expected completion date of 5/31/86.
