APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission (NRC), the New York Power Authority, as holder of Facility Operating License No.
DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this licens,e.
This application proposes to revise Table 3.7-1,
" Containment Isolation Valves" of the James A.
FitzPatrick Technical Specifications to reflect modifications that will be completed during the January 1987 refueling outage.
Containment isclation valves for the Reactor Water Clean-Up System, Traveling Incore Probes, and Recirculation Pump Mini-Purge System will be added or replaced.
Isolation valves will be added or replaced in the Automatic Depressurization System (ADS) as part of an system upgrade to assure long-term system operability.
These modifications are required to fully implement the requirements of NUREG-0737 Items II.K.3.28 and II.E.4.2 at the FitzPatrick plant.

The proposed changes are Attachment I to the Application for Amendment to the Operating License enclosed with this letter.
The Safety Evaluation for the proposed changes to the Technical Specifications is Attachment II to the Application for Amendment.
