Dear Sir:

This application proposes to revise Table 3.7-1,

" Process Piping Penetrating Primary Containment" of the James A.

FitzPatrick Technical Specifications to reflect modifications that will be completed during the January 1987 (Reload 7/ Cycle 8) refueling outage.

These modifications are being made to fully implement NUREG-0737 Items II.E.4.2 and II.K.3.28 at FitzPatrick.

In Reference 1, the Authority submitted a containment isolation dependability study in response to NUREG-0737, Item II.E.4.2.

As a result, the Authority committed to install new automatic isolation valves, with diverse actuation signals, in the following systems: Reactor Water Clean-Up System, Traveling Incore Probe, and Recirculation Pump Mini-Purge.

For NUREG-0737 Item II.K.3.28 (ADS Accumulator Qualifications), the Authority committed to upgrade the

"... ADS accumulator system to remain functional for periods up to one hundred days following a postulated accident" in Reference 2.

Isolation valves will be added to the ADS (Automatic Depressurization System) pneumatic supply as part of this system upgrade to assure long-term operability.

Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled " Application for Amendment to Operating License" together with forty (40) copies of Attachments I and II thereto, comprising a statement of the proposed changes to Appendix A of the Technical Specifications and the associated Safety Evaluation.

The proposed changes are Attachment I to the Application for Amendment to the Operating License enclosed with this letter.

The Safety Evaluation for the proposed changes to the Technical Specifications is Attachment II to the Application for Amendment.

In accordance with 10 CFR 170.12, a check in the amount of $150.00 is enclosed as the application fee.

In accordance with 10 CFR 50.91, a copy of this application with attachments, is being provided to the designated New York State official.
