-Reactor Coolant System Thermal Sleeves - McGuire Nuclear Station, Units-1 and 2 Beginning in mid-1982, loose reactor coolant system thermal sleeves or sleeves with cracked attachment welds were found in several operating Westinghouse plants including the McGuire Station. By your letter of December 14, 1983, 1

evaluations by you and Westinghouse provided a basis for the continued oper-ation of !!cGuire Units 1 and 2 without thermal sleeves installed in the reactor coolant system nozzles. The staff has completed review of these evaluations.

A copy of our safety evaluation is enclosed.

As noted in the enclosure, we conclude that it is acceptable for McGuire Units 1 and 2 to operate with the reactor coolant systen thermal sleeves permanently removed. Our acceptance reccgnizes that the McGuire Station Technical Speci-fication 3/4 3.5.2 requires reporting of ECCS.actuations and injections, and

the usage factor of each nozzle whenever its value exceeds 0.70.

This action completes Operating License NPF-17 (linit 2) condition 2.C(4),
