1.0 INTRODUCTION

I By letter dated July 3, 1986, Commonwealth Edison Company (the licensee) proposed an amendment requesting changes to the la Salle Unit 2 Technical Specifications to incorporate the instruments for the suppression pool water level and water temperature monitoring instrumentation at the remote t

shutdown panel to satisfy License Condition 2.C.(15)(j).

?.0 EVALUATION As a result of requirements by License Condition 2.C,(15)(j), the licensee is incorporating the suppression pool water level and water temperature monitoring instrumentation at the remote shutdown panel. The purpose of the instrur:ents is to assess the status of the suppression pool heat sink 1

I by monitoring the water level and temperature in the event shutdown from outside the control room is required. There will be one channel provided for suppression pool luel and suppression pool temperature. These instru-ments will be periodically checked on a monthly basis and will be calibrated during a refueling outaoe. Since this instrumentation is not yet installed, the licensee indicated that this instrumentation will'be added to the remote shutdown panel at the first refueling outage.

Rased on the NRC staff's review of the infonnation provided by the licensee, and a review of the bases for surveillance requirements of other instruments at the remote shutdown panel, the staff concludes that the proposed revisions to the la Salle Unit 2 Technical Specifications are acceptable. With respect

to adding this instrumentation at the first refueling outace, this is in l

accordance with the license condition.

3.0 ENVIRONMENTAL CONSIDERATION

This amendment involves a change in the installation and use of a facility component located within the restricted area as defined in 10 CFR Part 20 and changes in surveillance requirements. The staff has determined that this amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that nay be released offsite, and that there is no sionificant increase in individual or cumula-i tive occupational radiation exposure. The Connission has previously issued a proposed finding that this amendment involves no sionificant hazards consideration and there has been no nublic comment on such finding. exclusion set forth in 10 CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b),

no environmental inpact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

The Commission made a proposed detemination that the amendment involves no significant hazards consideration which was published in the Federal Register (51 FP 27279) on July 30, 1986, and consulted with the state of Illinois.

No public comments were received, and the state of Illinois did not have any comments.

The staff has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the will not be endangered by operation in the proposed manner, and (2) public such activities will be conducted in compliance with the Commission's recula-tions and the issuance of this anendment will not be inimical to the common defense and security or to the health and safety of the public.
